Québec co-ownerships · Bill 16
The electronic maintenance logbook that manages upkeep, the contingency fund and Bill 16 compliance for your co-ownership
Carnet Condo is the Québec software that takes over after your professional: once your maintenance logbook and contingency fund study are in place, it keeps everything current day after day (maintenance calendar, intervention tracking, fund projection, syndicate attestation). Your board stays in control — no property manager required.

August 15, 2028
That is the deadline for existing Québec co-ownerships to keep a maintenance logbook and a contingency fund study that comply with the Bill 16 Regulation, in force since August 2025.
Everything Bill 16 requires, in a single tool
How it works
A professional prepares your study
A member of the OIQ, OAQ, OTPQ or OEAQ prepares your initial logbook and your contingency fund study. Get a quote.
Your logbook is kept up to date in Carnet Condo
Tasks, frequencies and components go into the software. Every intervention is recorded, dated and traceable: the logbook stays current, year after year.
Your board steers the fund and the deadlines
The board follows the compliance dashboard, projects the contingency fund over 25 years and simulates its scenarios before every meeting.
The differentiator
The contingency fund scenario simulator
A contingency fund study gives you a plan frozen on paper. Carnet Condo makes it operational: your board of directors tests its decisions before making them.
- Move major work through time and see the immediate effect on the fund balance.
- Adjust contributions, returns and inflation over a 25-year projection.
- Compare two scenarios side by side (A/B) before deciding.
- Snapshot the chosen plan and produce the PDF for the meeting of co-owners.

Frequently asked questions
Is a maintenance logbook mandatory for Québec condos?
Yes. Bill 16 (often called Law 16), adopted in 2019, requires Québec syndicates of co-ownership to keep a maintenance logbook for their building (art. 1070.2 C.c.Q.). The Regulation, published on July 30, 2025 and in force since August 2025, gives existing co-ownerships until August 15, 2028 to comply.
Who can prepare the contingency fund study and the initial maintenance logbook?
The contingency fund study and the initial maintenance logbook must be prepared by a professional who is a member of the OIQ, OAQ, OTPQ or OEAQ. The Carnet Condo software does not replace these professionals: it takes over after their work, keeping the logbook up to date day after day.
How much does the Carnet Condo software cost?
Carnet Condo costs $3.50 per door (unit) per month, billed annually, with a minimum of $250 per year before taxes. Every co-ownership gets a 3-month free trial, with no commitment.
Where is my co-ownership's data hosted?
All Carnet Condo data is hosted in Québec and handled in accordance with Law 25 on the protection of personal information. Support is offered in English and in French by BJPR Internet Technologies, on the South Shore of Montréal.
Does Carnet Condo guarantee my co-ownership's compliance with Bill 16?
No — no software can guarantee compliance with Bill 16. Carnet Condo helps your syndicate comply: it structures the maintenance logbook, tracks every intervention, projects the contingency fund and produces the syndicate's attestation. The initial study remains the responsibility of a licensed professional.
Do I need technical skills to use Carnet Condo?
No. Carnet Condo is designed for volunteer board members of self-managed syndicates of co-ownership, with no technical background. Maintenance tasks come with their frequencies and responsible parties, the calendar fills itself in and reports are generated in a few clicks.
